Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Election Guidance, States Netherlands Regulator

AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democracy just over a week before the country’s general election.

Testing Reveals Consistent Bias in AI Suggestions

The four chatbots tested by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog explained in a analysis released ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input exactly matches the stances of these political entities, the report indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The deputy head of the data protection agency, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their political views, she emphasized.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”

Election Context and Party Dynamics

The Dutch head to the polls on 29 October in an electoral contest that will be keenly observed across the continent for the showing of the PVV.

The right-leaning group of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA seems to be closing, with numerous electors still undecided.

All major parties have rejected a coalition with the PVV, meaning the runner-up party is highly probable to supply the future head of government.

Inadvertent Prejudice Linked to Chatbot Functioning

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
